Leer como derecho humano (una primera aproximación)

El artículo se plantea la posibilidad de abordar la lectura –el leer– como un derecho humano. Para ello se somete a las preguntas que la teoría general de los derechos utiliza para identificar las acciones que contienen los requisitos para ser consideradas como tales: por qué habría de ser la lectura un derecho, a qué propósito respondería, cuál es su naturaleza y a qué límites debería someterse. En esta primera aproximación, el texto presentado se detiene en el objeto de la lectura, en aquella parte del leer que debería ser protegida por el derecho humano, en concreto su perfil como libertad y su carácter de prestación. Para finalizar, y como enlace para un texto futuro, se identifican los sujetos del derecho a la lectura, los titulares, los obligados por ella y los ‘imprescindibles’.

The article considers the possibility of approaching reading as a human right. For this purpose, it is subjected to the questions that the general theory of rights uses to identify the actions that contain the requirements to be considered as such: why should reading be a right, to what purpose it would respond, what is its nature, and to which limits it should be subjected. In this first approach, the text focuses on the object of reading, on that part of reading that should be protected by the human right, specifically its profile as a freedom and its nature as a provision. Finally, and as a link for a future text, the subjects of the right to read are identified: the holders, those obliged by it and the ‘indispensable’.
