El Tratado de Lisboa, pendiente ya de escasas ratificaciones para su entrada en vigor, es el heredero del fallido Tratado Constitucional de la Unión Europea, con dos objetivos fundamentales: consolidar la ampliación a 27 Estados miembros y avanzar en su proceso de integración. En este sentido, existe actualmente una necesidad especial de reforzar el estatus internacional de la Unión Europea dando un impulso a su acción exterior y, para ello, el Tratado de Lisboa reorganiza las competencias de los tres pilares en torno a instituciones renovadas, con el Consejo Europeo a la cabeza. Si el Tratado de Lisboa finalmente cristaliza, la presidencia española de la Unión Europea durante el primer semestre de 2010 deberá favorecer la transición a esta nueva estructura y ocuparse, junto con la Comisión, de garantizar la coherencia entre la acción exterior de la Unión Europea y las políticas internas de sus Estados.

The Lisbon Treaty, which is just pending of a few ratifications for its entry into force, is the heir of the failed Constitutional Treaty of the European Union, with two fundamental objectives: the consolidation of the enlargement to 27 Member States and the advance in its integration process. In this regard, there is currently a special need to strengthen the international status of the European Union by giving a boost to its external action. To this end, the Lisbon Treaty reorganizes the responsibilities of the three pillars around reformed institutions, acting the European Council as their head. If the Lisbon Treaty finally crystallizes, the Spanish presidency of the European Union during the first half of 2010 should facilitate the transition to this new structure and, together with the Commission, ensure the consistency between the external action of the European Union and the internal policies of its Member States.
