¿Por qué las personas que residen habitualmente en un país diferente al suyo no pueden votar en los procesos electorales que periódicamente se convocan para renovar los órganos de representación política?; ¿por qué tampoco pueden ser elegidos?; ¿qué impedimento existe para que las personas que son inmigrantes puedan disfrutar de ese derecho? Este trabajo intenta dar alguna respuesta a estos interrogantes y reivindica el derecho que puede ser considerado más difícil de conseguir, más utópico, por las personas que son inmigrantes: el derecho al sufragio activo y pasivo.

Why cannot immigrants vote in the elections periodically called to renew the representative political bodies? ¿Why cannot they be elected? ¿Which one is the impediment? This work attempts to give an answer to these questions claiming the most difficult –the most utopic– right to obtain: the active and passive right to vote.
