Este artículo analiza el hecho internacionalmente ilícito de una organización internacional, en base al proyecto de artículos de la Comisión de Derecho Internacional. Por un lado, revisa la aplicación de las reglas sobre la responsabilidad de los Estados a las organizaciones internacionales. Por el otro, refl eja la difícil articulación de la responsabilidad entre la organización internacional y sus Estados miembros.

The present article analyses the wrongful act of an international organization, on the basis of the draft articles of the International Law Commission. On the one hand, it considers the application of the rules of responsibility of the States to the international organizations. On the other, it refl ects the diffi cult distinction between the responsibility of the international organization and that of its State members.
