El concepto de indirizzo politico en sus inicios constituyó un intento más de dotar al Ejecutivo de una esfera propia de poder –a semejanza de otras construcciones teóricas similares desarrolladas en el continente europeo durante el s. XIX–, negando para ello al Parlamento la titularidad de dicha función. En una fase ulterior vino a signifi car algo mucho más amplio. Estaríamos ante una nueva función del Estado, surgida a partir de las nuevas necesidades planteadas por el Estado Social, respecto de la cual el papel del Parlamento aparece mucho más desdibujado. En este artículo, la autora trata, en defi nitiva, de analizar el papel que, en nuestra forma de gobierno, corresponde al Parlamento.

At the beginning the idea of indirizzo politico was just another attempt to preserve a fi eld of power for the Executive branch of Government, excluding the Parliament from this function. Afterwards, it adopted a broader sense, meaning a new power of the State (the policy-making power), distinct from the traditional lawmaking, executive and judiciary powers. In this article, the author intends, all in all, to analyze the role that the Parliament plays (and should play) in our parliamentary system.
